Environmental Regulatory Permitting

Chambers Group prepares and submits permit application packages and all requisite support documentation to acquire applicable regulatory permits; including a USACE Clean Water Act Section 404 permit, CDFG Section 1602 Lake and Streambed Alteration Agreement, and Regional Water Quality Control Board (RWQCB) Section 401 Water Quality Certification. Permitting requires extensive knowledge of governmental rules, regulations, statutes, and guidelines.  Federal, state, regional, and local agencies have different, extensive, and sometimes conflicting requirements that must be met before each individual agency will approve a project.  Chambers Group has the capability to address these permitting requirements, including initial preparation of permit applications, all necessary environmental documentation, meetings with agency staff to negotiate reasonable permit conditions, and appearances before agency boards and governing bodies, including public presentations. Chambers Group has a strong working relationship with the regulatory agencies, especially with the USACE (404 nationwide and individual permits), CDFG 1600 et al (Streambed Alteration Agreement), and RWQCB (401 Permit, NPDES, and Waste Discharge Requirements). Chambers Group assists with resource agency coordination to expedite the acquisition of the necessary regulatory permits.

Environmental Regulatory Permitting Project:

Permitting for South Region Landfills (OCIWMD)
Chambers Group is currently assisting the County of Orange Waste and Recycling (OCWR) to implement the Prima Deshecha Landfill General Development Plan (GDP) CEQA and regulatory compliance mitigation obligations. The obligations consist of ongoing federal and state-listed endangered and threatened species management responsibilities of South Region Landfills and implementation of an extensive uplands and riparian pre-mitigation program for the Prima Deshecha Zone 4 expansion area. A team of biologists, botanists, regulatory specialists, restoration ecologists, and landscape architects are completing tasks such as: coastal California gnatcatcher surveys; least Bell’s vireo survey; biological mitigation site monitoring; implementation of annual brown-headed cowbird trapping program; assisting with NCCP, State, and Federal regulatory planning; providing additional California Environmental Quality Act (CEQA) documentation (as-needed), consistent with GDP approval requirements. Chambers Group is also assisting OCWR in evaluating any potential GDP impacts the resulting from Master Plan of Arterial Highways (MPAH) alignment proposals for the La Pata Avenue extension; performing as-needed biological consulting services; assisting with contractor coordination; performing as-needed biological services at closed landfills.
