Chambers provides comprehensive environmental planning services to the transportation industry. Chambers Group brings to the industry the value of applied science by working with designers to meet project scope, cost and schedule. Working along side the designers, we are able to avoid or minimize environmental impacts, develop project-appropriate mitigation measures, and meet the project funding dates. CEQA support includes preparation of the IS/NOP, NOA/NOI, ND/MND, EIR, MMRP, finding of facts, notice overriding consideration, and NOD.
We prepare the NEPA EA (FONSI) and the EIS with a draft Record of Decision (ROD) in accordance with the NEPA Council on Environmental Quality regulations for implementing NEPA. We also prepare Air Quality Conformity Analysis, Noise Study Report (NSR), Natural Environment Study (NES), Jurisdictional Determination and Wetland Delineation Report, Historic Property Survey Report (HPSR), Archaeology Survey Report (ASR), Area of Potential Effect (APE) maps, and Initial Site Assessments (ISA) for Caltrans in compliance with FHWA protocols.
We also conduct jurisdictional delineations and prepare permit applications for USACE, the CDFG, and the RWQCB, including 401, 404 and 1602 permits with in-house personnel. For contractors, Chambers Group implements the MMRP, offers biological and cultural resources monitoring and reporting services, and environmental awareness training during project construction.
