Preliminary Environmental Study (PES) Sand Canyon Avenue Grade Separation,
(SCRRA Railway/City of Irvine)
Chambers Group followed the Caltrans Local Assistance Procedures Manual to implement FHWA procedures for a proposed construction of a grade separation at the intersection of Sand Canyon Avenue and the Southern California Regional Rail Authority rail line in the City of Irvine. A PES was conducted to determine the potential for sensitive environmental resources to occur within the project area. Technical studies were prepared for air quality, noise, hazardous materials, visual/aesthetics, and historic/cultural resources that itemized impacts and mitigations to allow approval of the project.
Preliminary Environmental Study, Red Hill Grade Separation,
(OCTA)
Chambers Group prepared the Preliminary Environmental Study (PES) and technical studies for the Red Hill Grade Separation Project at OCTA/SCRRA Railway and Edinger Avenue for the City of Tustin. The Red Hill and OCTA/SCRRA Railway Crossing is currently at-grade. Red Hill Avenue, Edinger Avenue, and their intersection accommodate large volumes of peak hour traffic. The railway crossing disrupts this traffic. The environmental analysis included technical reports for Air Quality, Noise, Biological Resources including Section 7 Compliance, Wetlands Delineation, Visual Impact, and Section 106 (Cultural Resources). Chambers Group continues to work on this project.
Environmental Document Preparation, State Route 74/Interstate 15/Central Avenue Interchange,
(City of Lake Elsinore)
The City of Lake Elsinore proposed to construct roadway improvements at the State Route 74/Interstate 15 Interchange. Traffic from approved commercial projects adjacent to Central Avenue (State Route 74) and the east and west side of I-15 caused the need to build Central Avenue to general plan standards and widening of the ramp intersections. A Preliminary Environmental Assessment Report (PEAR) and an Initial Study (IS) / Mitigated Negative Declaration (MND) were prepared in support of the proposed project’s Project Study Report/Project Report (PSR/PR). A supporting air quality technical study was also prepared. The environmental documents were prepared in according to City and Caltrans standards.
Air Quality Study Review for EIR 450, Case Set C0001905
(County of Riverside, Transportation and Land Management Agency, Planning Department)
The air quality impact analysis will be provided for the draft Environmental Impact Report (EIR) for in-fill development of the Mira Loma Commerce Center for the County of Riverside, Transportation and Land Management Agency. The seven parcels proposed for development will consist of warehousing operations with a limited amount of manufacturing. The air quality analysis was reviewed to ensure that emissions were properly estimated, all air quality impacts were identified, applicable mitigation measures were considered, and all requirements for such studies were met.
