Specific Plan EIR Brea Cañon Estates,

The Estate of Albert Levinson, the project applicant, proposed to develop a 38.7-acre parcel located along the west side of Brea Boulevard, west of the Orange (SR-57) Freeway in the City of Brea’s SOI. The proposed project, to be known as Brea Cañon Estates, included development of 98 single-family residences in two neighborhoods, an open space area, and continued oil production facilities. Key issues included land use, visual/aesthetics, traffic, air quality, noise, biological resources, cultural resources (including historic structures), geology/soils, hydrology/drainage, and hazardous materials/waste. After all analysis, the specific plan was approved.
Countryside Specific Plan EIR and Technical Studies

Chambers Group prepared a comprehensive environmental analysis for the development of a 305-acre site in Menifee, Riverside County, California. The work effort included preparing several technical studies and a subsequent EIR for the Specific Plan Amendment. The project proposed the development of 305 acres with 996 single family residential units with a combination of low density 2-5 DU/AC and medium density 5-8 DU/AC dwelling units. The proposed amendment also included a 12-acre school site, 9-acre path with linear/passive trails, 25 acres of open space, 43 acres of commercial, and 24 acres for roads. The amendment would alter the existing specific plan by reducing the amount of dwelling units from 1,154 dwelling units to 996 dwelling units, and increase the acreage set aside for parks and open space. Key issues addressed in the environmental analysis included traffic from both a local and a regional standpoint, the elimination of existing agriculture uses, land-use compatibility with existing development, biological concerns, and provision of public services and utilities, especially schools, parks, and police and fire protection. The analysis and the format within the EIR were designed to reflect the County of Riverside’s guidance document, Form and Content of Specific Plans and EIRs.
Specific Plan and Annexation EIR for Dos Lagos

Chambers Group prepared the EIR for the Dos Lagos Specific Plan, Annexation No. 94, and for the actions and/or plans necessary to facilitate the project. The EIR included: request for annexation from Riverside County into the City of Corona, as well as pre-zoning and pre-annexation agreements; General Plan Amendment; Specific Plan for the Dos Lagos project; adoption of a redevelopment area by Corona; state and federal Wildlife Agency permitting; and master tentative tract map. The project annexed a total of 921.29 acres into the City of Corona and adopted city zoning, general plan and specific plan designations for a mixed-use project of approximately 541 acres within the larger annexation area. Primary issues analyzed in the EIR include sensitive wildlife and habitat resources, geotechnical constraints, hydrology/geohydrology and water quality, agricultural land use compatibility, and archaeological and historic resources.
General Plan Amendment EIR for Hunter's Hill
(County of San Bernardino)
Chambers Group prepared an EIR that involved the proposed development of 390 units, including 38.5 acres of open space on 142 acres adjacent to the Chino Hills Specific Plan area. The development required approval of disestablishment of an agricultural preserve, and amendment of the General Plan from rural living to planned development. Also, traffic, noise, biological, and Specific Plan issues were of concern. The EIR was approved.
CEQA Services, Focused EIR, Industrial Building
(Oakmont Industrial Group)
Chambers Group prepared an IS and a project-level EIR on behalf of the Oakmont Industrial Group. The project involved development of an approximately 700,000 square foot industrial building within the City of Perris. The project also included amending the Land Use Element of the Perris General Plan from the existing designation of Community Commercial (CC) with a Special Study Overlay to Light Industrial (LI). The EIR was approved.
