“Corrections and Mental Health acted today to formally approve the Perimeter Security Fence, Temporary Forensic Housing, and Electrical Upgrade projects at Patton State Hospital. The approval of the environmental impact report by both agencies allows each of these three critically needed projects to proceed into the final design phases and/or mobilization of the temporary housing facilities. The security project will provide a new double fence around two major housing units within the hospital; it replaces the existing substandard single fence and guard posts. The temporary forensic housing facilities are necessary to provide space until the Coalinga Hospital is completed. The new fence and temporary increase in housing of forensic patients were both initially very controversial with the surrounding community and city of San Bernardino elected officials.

“The EIR was prepared under an extremely aggressive schedule due to a possibility DoF would pull funding for the new security perimeter. With the quick approval by the two departmental directors, we are still on the schedule that was committed to late last summer.

“Jane Hershberger, a senior environmental planner from ESS, directed preparation of the EIR. A100percent DVBE environmental consultant, the Chambers Group, prepared the documents and supporting studies, as well as assisted on public involvement. While we always expect a lot of RESD staff and our consultants, this effort was nearly without parallel given the EIR had to address three projects, it was prepared for two public agencies, the potential for extreme public controversy was a constant, and the schedule was impossible. The public outreach and involvement efforts were directed to nearly the entire city of San Bernardino, which consistently has serious concerns about the hospital. I believe the public outreach was one of the most successful efforts we’ve directed.

Ms. Mary Griggs of the California State Lands Commission:

“Chambers Group completed an EIR/EIS for the Mojave-Kern River Natural Gas Pipeline which was proposed from Wyoming to Arizona and west to California, a distance of approximately 830 miles. The document prepared by Chambers Group identified over 156 mitigation measures, which were incorporated into the Mitigation Monitoring Program (MMP) for this project. Chambers Group was subsequently retained to implement the MMP.”

“Chambers Group not only prepared the MMP to track all 156 measures, but also provided a monitoring team… Monitoring efforts occurred concurrently in the states of Utah, Nevada, and California. Each agency received detailed weekly reports that documented all activities. When changes to a mitigation measure were necessary, Chambers Group coordinated with all appropriate agencies. Chambers Group’s performance under this contract has been excellent and we would certainly be confident in recommending them highly for similar contracts.”

Regarding Chambers Groups work on the EIR for Unocal’s lease to continue operating its marine terminal in San Francisco Bay, Ms. Griggs wrote:

“Chambers Group deserves credit for a job well done. The document deals with a wide array of sensitive issues, yet the Commission received only four letters of comment during the public comment period. Chambers Group met all deadlines, always responsive to our need to change impact scenarios and analysis. Chambers Group has worked for the Commission on many occasions. They continue to provide an excellent professional product, on schedule and one that is legally defensible. We would not hesitate to use Chambers Group for any upcoming project or to recommend them to others for such purposes.”

The Los Angeles District of the U.S. Army Corps of Engineers has utilized Chambers Group under various Indefinite Delivery/Indefinite Quantity contracts since the late 1980s. These contracts have included providing environmental services in support of both military and civil works projects.

Chambers Group has consistently produced highly technical documents of excellent quality. Their studies have been completed using the most appropriate methodologies for obtaining the desired data. They also utilize the latest technology for the data collection and analysis, including Global Positioning Systems and Geographic Information Systems.

Chambers Group has been very conscientious about adhering to the contractual and technical requirements in the delivery orders that have been awarded to them. If there was a need to deviate from the original scope of work, possibly due to unforeseen circumstances, Chambers Group has always been quick to contact the Corps for concurrence. Chambers Group has also adhered to the demanding schedules required by many of the Corps clients. With their staff, they have depth and breadth to handle the highly complex projects within the established schedules and budgets. Chambers Group’s project managers are committed to the successful administration of contracts and are very conscientious about cost controls and client satisfaction. Modifications of the original delivery orders have rarely been initiated by the Chambers Group. When modification have been required, they were primarily due to changes in the scope of work that was requested by clients.

Chambers Group has been conscientious in conforming to the technical and contractual requirements stated in the scope of work for various projects.
